No Net Loss + APR Tool

The No Net Loss (NNL) legislation mandates that jurisdictions always have sufficient development capacity to accommodate their remaining Regional Housing Needs Allocation (RHNA) at all income levels. Actions such as developing a parcel at a lower density than anticipated in the Housing Element, downzoning, and creating stricter development standards require evidence to demonstrate that the jurisdiction can still meet their RHNA.
