Counting ADUs: Info from HCD

Paul McDougall gave ABAG some helpful comments on counting ADUs. From Paul:

ADU guidance is well explained in the sites guidebook and there is no conflict or contradiction with what has been approved. Please see pages 30 to 31 that describe an overall framework for analysis, then explains two pre-approved methods along with advice to include a monitoring program (don’t forget the new requirements for an inventive program).  Jurisdictions may use methods (using the framework) other than pre-approved methods.  You may also consult the statute: GC section 65583.1(a).
